Jorge Navarro Isla

Jorge Navarro Isla is Consultant to the United Nations Conference on Trade and Development (UNCTAD) in Information Technology and Communications (ITC) Law and Policy for Latin America; as well as to the Mexican Internet Association (AMIPCI); and the Mexican Federal Consumer Protection Office, among other major companies of the ITC, telecommunications, and financial sectors. Mr. Navarro focuses his practice on ITC law; information security and privacy law; and e-commerce and telecommunications law. His transactional practice includes drafting contracts related to ITC, privacy, telecommunications and e-commerce; as well as licensing, outsourcing, telecommunications and commercial arrangements that involve general intellectual property and technology issues.

Mr. Navarro is co-chair of the Grupo Montevideo (UNCTAD), a working group on e-commerce and ITC law and policy harmonization for Latin America. He was member of the Committee of Experts of the Trade Commission of the House of Deputies for the reform of the Commercial Code regarding E-Signature (2004). Mr. Navarro is also a former Chair of the Legal Committee of Grupo DC MĂ©xico, a Public-Private Partnership against Cybercrime coordinated by the Public Security Secretariat (2003-2004). He is author of diverse proposals to the Mexican Congress to amend the Federal Criminal Code in Cybercrime and Cybersecurity issues and a former Coordinator and Professor of the ITC Law Postgraduate Specialization Course at Technological Autonomous Institute of Mexico (ITAM). Mr. Navarro contributes to the International Guide to Privacy (Mexican Chapter) and the Roadmap to an Enterprise Security Program published by the American Bar Association. He was also a coordinator and co-author of the Information and Communications Technologies: Legal Aspects, Editorial ITAM- PorrĂșa, 2005.  Mr. Navarro is admitted to practice law in Mexico.
